A decoupling capacitor or bypass capacitor in a circuit provides high transient currents to an IC and reduces power ripples. Rogers Corporation Micro/Q Decoupling Capacitors for various sizes of IC's in DIP packages. The first three digits are the capacitance 133 = 0.13uF and the last two digits are the number of DIP package pins that it fits.

They are considered a manufacturing retrofit product for when the original design ended up being too electrically noisy to properly function reliably. These Micro/Q would be inserted under the chips (or their sockets) prior to soldering to add additional capacitance to compensate.
